The Central Appalachia Empowerment Zone of West Virginia is a federally designated Rural Enterprise Community. It serves all of Clay County and portions of Braxton, Fayette, Nicholas and Roane Counties. In 1994, these communities developed a grassroots plan for improving the economy and quality of life of the region. The resulting federal designation has allowed CAEZ to access significant resources to implement the plan.

With mountainous terrain, Ovapa is a residential community where people enjoy the outdoors. Hunting, ATV riding, and horseback riding are popular activities. It's name is a combination of state postal codes for OH, VA and PA.

The area is served by a paved county road with gravel sections.

Resident Michael Taylor says, "I enjoy living in Ovapa. It's quiet and people watch out for each other."
